Maine Recovery Council’s Grant Opportunity: Coalitions Working to Strengthen Community Conditions

The Maine Recovery Council (Council) announces a multi-year funding opportunity to strengthen community-level prevention efforts across Maine, that strives to prevent opioid and substance use disorders. Supported by opioid settlement funds, this Request for Proposal (RFP) provides funding to community coalitions working to advance sustainable, prevention-focused strategies that improve community conditions and reduce risk for substance misuse and disorder.   

Through this initiative, the Council seeks to invest $1.95 million over three years to support community coalitions that are community- and youth-led, culturally relevant, and deeply engaged with people and communities most impacted by opioid use disorder to improve community conditions. 

 The Council seeks to:  

  • Invest in addressing core community conditions that lead to healthier communities and reduce risk of substance use disorders: housing, income, basic needs  
  • Empower local coalitions who know their communities best and who have strong trusted relationships  
  • Strengthen family and child well-being to build resilience, connection, and hope

Grant Types

This funding opportunity is for Planning Grants and Implementation Grants. Coalitions must choose which type of grant best suits their situation as only one application per coalition may be submitted.  Awards are anticipated to range from $75,000 to $125,000 per year, with funding provided for up to three years to allow coalitions the time and flexibility needed to plan, implement, and advance meaningful change.  

Eligibility

This funding opportunity is for community-led and youth-led coalitions in Maine that include collaboration among community-based organizations, prevention partners, and people living in communities impacted by substance use who are working together toward a common goal, with shared decision-making, and coordinated action.   

The Council recognizes that coalitions differ in form and process. This funding opportunity supports both formal and informal coalitions, as well as coalitions that are geographically or population focused.

The “Putting Community Conditions Approaches into Practice” webinar includes practical information to support coalitions considering whether to apply to the Maine Recovery Council’s Strengthening Community Conditions grant opportunity. The recorded session features staff from Health Resources in Action (HRiA) and includes foundational framing on what community conditions approaches are and how they differ from other prevention focused activities and interventions. The webinar also includes practical information, examples, and tools exploring how to think about evaluating the impact of and characteristics of effective community conditions initiatives.
