Capacity Building Manager for Problem Gambling

Brief Overview:

We are seeking a full-time Capacity Building Manager to join a growing team within our CBA Cluster. This is an exciting opportunity to help build the capacity of clinicians and other allied health professionals in MA to improve public health and advance health and racial equity, with a special focus on problem gambling. Candidates must be able to participate in in-person meetings/events in the Western Mass region without needing overnight accommodations.

Opportunity

We are seeking a full-time Capacity Building Manager to join a growing team within our CBA Cluster. This is an exciting opportunity to help build the capacity of clinicians and other allied health professionals in MA to improve public health and advance health and racial equity, with a special focus on problem gambling. We are seeking a dynamic, engaging, and outgoing individual with experience collaborating with leaders and staff in behavioral health and/or substance use treatment/recovery-focused organizations, developing and providing TA and training, as well as conducting community outreach and engagement. The ideal candidate will be adept at building trusting relationships, skilled at managing complex group dynamics, confident in communicating and interacting with people with diverse backgrounds and experiences to generate successful outcomes, and committed to supporting and enhancing problem gambling treatment services in the Commonwealth.

Position Description

The Capacity Building Manager will work collaboratively with a cross-disciplinary team to develop and deliver CBA services on behalf of the MA Technical Assistance Center for Problem Gambling Treatment (M-TAC) to outpatient treatment centers, recovery centers, and other clinical treatment organizations to build their capacity to screen and provide treatment for problem gambling. The Manager will serve as the liaison for partners within the Western region of Massachusetts, and will work closely with partners to identify and address capacity needs, and ensure their programs, interventions, and messages are effective, tailored and appropriate for the communities they serve, and in alignment with state and federal guidance and best practices.

The Manager will be responsible for providing services to organizations located within the Western region of the state, with a focus on Bureau of Substance Addiction Services (BSAS)-funded outpatient treatment centers that have committed to providing problem gambling treatment services. Regular travel will be required within the region for training and outreach activities. A team of Capacity Building Managers also support the following regions of the state: Central, Southeast, Northeast, MetroWest, and Boston. This position will manage and support a range of projects, both new and existing, in collaboration with the Associate Directors and other team members.

This is a full-time, exempt position. The Capacity Building Manager will lead and support regular, ongoing, in-person work with clients located in the Western region of the state. As a result, the Manager must live within daily commuting distance of Western Massachusetts, and possess a valid driver’s license. HRiA’s standard work hours are Monday-Friday, 9:00 am-5:00 pm. This position will have the flexibility of working remotely from home and/or in our Boston office, with an opportunity to flex hours, with supervisor approval, to accommodate client schedules and personal needs. The salary range for this position is low- to mid-$60k, depending on experience and skills. The Capacity Building Manager will be supervised by an Associate Director for the project.

Duties and Responsibilities:

Management

  • Engage regularly with the relevant staff and leaders of partner organizations within the designated region.
  • Develop and maintain strong, trusting, and effective relationships with key partners, including clinicians, recovery coaches, allied health professionals, and community leaders.
  • Assist with project planning, decision making, implementation, and evaluation.
  • Communicate effectively, efficiently, and appropriately with team members and team leads, and the HRiA supervisor.
  • In coordination with the Associate Directors, help manage multiple, concurrent projects, including coordinating the efforts of team members and consultants for designated projects.
  • In coordination with the Associate Directors, inform budget development and monitor individual travel and outreach-related expenses.
  • Coordinate and participate in team meetings, committees, and workgroups.

Project Work

  • Serve as the primary point of contact for outpatient treatment centers, recovery centers, and community-based organizations in the designated region, providing guidance and delivering TA to ensure successful engagements.
  • Meet with and communicate regularly with key partners, offering individualized consultation and support to assess ongoing needs and opportunities for providing capacity building support.
  • Conduct regular outreach activities within the designated region.
  • Attend regularly scheduled regional, organizational, and other relevant meetings to engage with partners, both in-person and virtually, promoting program services during these meetings as appropriate.
  • Fulfill remote and in-person training requests to partner organizations within the designated region.
  • Contribute learnings and expertise gained from partner engagement opportunities to help inform program priorities, including TA initiatives and training content; work with team members, consultants, and subcontractors to develop, lead, and/or support the training and education needs identified by partners.
  • Develop, implement, and monitor TA plans for designated organizations to guide activities and ensure the timely completion of deliverables within budget and to the funder’s satisfaction.
  • In coordination with the Associate Directors, manage or contribute to the planning and facilitation of projects, including conceptualization and design; assisting with establishing goals, objectives, and deliverables; facilitating meetings, technical assistance, and training activities; providing ongoing support and follow up; and preparing summary materials and deliverables.
  • Support the preparation of deliverables for the funder including reports, presentations, summaries, evaluations, and correspondence.
  • Provide insight and guidance to help address challenges and barriers; solicit organizational and community-level input, feedback, and challenges to share with the team and funders (as appropriate) to guide ongoing and future program implementation.
  • Support and ensure continuous quality improvement activities, such as gathering qualitative and quantitative data from organizations to monitor progress and facilitate program evaluation.
  • Maintain knowledge of significant trends and developments in services and use this to advance project objectives.

Thought Leadership

  • Maintain and advance skills in project management, training and facilitation, health and racial equity, and related content areas.
  • Through experiential and formal professional development opportunities, build skills and expertise to become a trusted, informed professional as relevant to this role, including but not limited to topics such as problem gambling, health and racial equity, and/or other related public health topics and approaches for HRiA, clients, and our communities.
  • Deliver in-person trainings and presentations as requested by partners within the designated region(s).
  • Serve as a mentor for junior team members as appropriate.
  • Contribute to website content and other communication efforts to share and promote organizational approaches, expertise, and learning, as appropriate or needed.
  • Present at conferences and events with senior staff, as appropriate.
  • Suggest ideas/improvements to project and organizational policies, procedures, and/or processes through participation in teams and committees.

New Business Development

  • Working with the Associate Directors and the Managing Director, help identify priorities to address and support the development of new scopes of work and budgets for additional funding opportunities as requested.
  • Outreach to and provide TA and programmatic information to organizations within the designated region, who are interested in providing problem gambling treatment services.
  • Develop and implement marketing strategies based on experience, funder requests, and client needs.

Successful candidates will possess the following qualifications:

  • Bachelor’s degree and at least three years of professional experience working with health care organizations, community-based organizations, or other public health-focused organizations (In absence of Bachelor’s degree, five or more years of similar professional experience).

  • Valid driver’s license; residence within commuting distance to designated region of MA.
  • Fluency or proficiency in a language other than English (e.g., Spanish, Portuguese, Haitian Creole, Mandarin, Cantonese, Korean, Khmer, among others). (Preferred, not required)
  • Experience with recovery-oriented systems of care, and/or Lived Experience (Preferred, not required)
