HRiA engaged the towns of Andover and North Andover in a joint CHA and CHIP process for their communities. While each community ended up with its own CHIP, the assessment and planning process emphasized identification of shared priorities and strategies to build on the existing close relationship between the two towns. The process was guided by a joint Community Advisory Committee. The assessment included review of secondary data, a community survey, and qualitative data collection. The planning process included capacity building around equity for Advisory Committee members, who then participated in strategic planning and the creation of action plans.
