Jonathan D. Bates is the Managing Director, Budgets & Contracts at HRiA.
Jonathan is a finance and operations professional with experience in governmental budgeting, strategic planning, organizational management, and data-driven decision making. At Health Resources in Action (HRiA), he supports financial management, operational strategy, stakeholder engagement, and organizational planning initiatives. He is passionate about building efficient systems, improving organizational effectiveness, and supporting mission-driven work that advances public and community health.
Prior to joining HRiA in 2026, Jonathan held leadership and analytical roles with Luzerne County, Pennsylvania and the Cities of Corpus Christi and San Antonio, Texas. In these roles, he managed multimillion-dollar operating and capital budgets, led cross-functional initiatives, developed performance measurement systems, and advised executive leadership on financial strategy and policy development.
Jonathan earned a Master of Public Service & Administration (MPA) from Texas A&M University’s Bush School of Government & Public Service and holds a Bachelor of Science in Biology from Nazareth University. In addition to his professional work, he remains active in nonprofit leadership, civic engagement, and community service initiatives throughout Northeastern Pennsylvania.
